The woman is identified as Laura Seymour of Virginia and she has been visiting an akita dog named Takia at least thrice a week because she felt bad that the doggo was chained. Seymour tried to tell the animal control officers about the dog but they never did anything because it had a dog house as well as adequate food and water so they cannot consider it as being maltreated. However, Seymour was determined to get the doggo out of that situation because she knew the dog owners was not taking care of Takia properly.
Eventually, animal control asked the dog owner to surrender the dog because whatever the weather was, the dog was made to sleep outside. Seymour did not waste any time and adopted Takia. The dog now gets to sleep inside and live comfortably with Seymour.
