Aside from being tethered with a chain, it is also illegal to tether a dog or other animals to a fixed point. Tethering generally is not illegal but the ordinance requires dog owners to provide a running line and it must be attached to a collar or harness worn by the dog. There must also be enough room between the collar and the dog’s throat.
The ordinance further requires that dogs should not be tethered for more than eight consecutive hours. If these are not followed, the first offense will result to a $150 fine. The second offense will result to a $250 fine while the third offense will carry a $400 fine if the subsequent offenses take place within 12 months from the first offense.
