When did this statement came up? Stevie a tan, female, mixed-breed dog became part of a judicially ordered sale of a studio apartment. The appartement was shared by two partners.
The partners were in a 13 year committed and registered relationship in the City of New York. And this made things compilcated. The judge had to decide who gets the poor Doggie. The judge had to find out, whats in the best interest of the dog.

“Conferring rights on animals would create the ultimate slippery slope,” the ruling said. “Some start-of-life and end-of-life issues aside, we can all agree on what constitutes a human being, and that they all have rights.”
But if dogs have rights why not other animals like cats, raccoons, squirrels, fish, ants and cockroaches, he asked.
