Board supervisors at Springettsbury Township in Pennsylvania passed a draft ordinance wherein dog owners may be cited if their dogs bark continuously for 15 minutes.
In case there is no witness aside from the complainant, a police officer will remain where the dog and the dog owner resides to see if the dog really barks continuously.
Dogs that are placed outside or in an open-air enclosure where its barking can disturb neighbors will be the once causing their owners to pay the fines. Aside from barking, dogs who howl or make other loud noises will be considered as disturbances.
