The Christchurch City Council in New Zealand initially announced when to muzzle dogs that have been labeled as menacing and dangerous. There were errors in the information that is why they issued an apology to the dog owners.

The Christchurch City Council said that dogs identified as menacing, which is based on the specific dog breed or if the dog has attacked or behaved aggressively in the past, should wear muzzles when not inside a cage or a home. Such dogs were also required to be muzzled inside their humans’ home. The City Council retracted such information saying that menacing dogs do not have to be muzzled when inside their home.
